Back on the public meeting

Dear readers of the Global version,

I promised to write about the last “public dialogue” of July 2012.
The aim of these public dialogues/meetings organized by the “City of Bordeaux” and the Agglomeration is to associate the inhabitants of Bordeaux with the locals powers to do some local thinkings in the different neighbourhoods concerned by the urban rehabilitations.

The returns of these thinkings are almost retranscribed in three blue little notebooks. These have are numbered and could be found at the “Direction générale de l’aménagement” in the Town Hall. Unfortunately, these documents don’t have publication’s dates and any ISBN, which doesn’t help along the research worker. Nonetheless, if we refer ourselves to the past “public dialogues”, we may say that:

  • notebook #1 transcribe the December 9th 2008 debates,
  • notebook #2 transcribe the November 30th 2009 debates,
  • notebook #3 transcribe the July 2011 debates,

These notebooks (mostly the 1st and the 2d ones) reflects the questions, the ideas and varied proposals of the inhabitants. Some of these proposals show the examples of some others “seaborne harbour’s cities”; by the way let’s see some extracts from the notebook #1:

  • Imagine that the submarine base receive a discharged submarine1 and propose some guide tours”,
  • The submarine base is very hight, we have to create a panorama in it’s roofing”.
  • According to a lot of people, those who find usefulness to this History’s monument2, the submarine base could at least become a cultural place, even if according to some people one part of it’s installations and structure could be dedicated to an economical and/or industrial activity: so bad to dedicate only the base to the culture” (in notebook #1, pages 55-56, Direction of the communication, City of Bordeaux).

Likewise, these three notebooks are completed by two beautiful books published by the City of Bordeaux again; the first one has been published in May 2010 (Ville de Bordeaux, Vers le Grand Bordeaux 2030, une métropole durable) and the second one in July 2011 (Ville de Bordeaux, Habiter Bordeaux, la ville action). These two illustrated books, came back on the different Bordeaux rehabilitation’s urban projects, like for instance: “La Caserne Niel” and the “Bassins à flot’. The first book has a translation in English on it’s end. Nevertheless, we can regret that the second one hasn’t any translation (but maybe a real edition in English has been published?), besides the texts are not easily readable; for instance the polices are too small, some sentences are underlined and we don’t even know for what, some sentences are taken away from their context and don’t have any sense, ect.

Regarding the last meeting of July 2012, the student in History who is writing here didn’t learn anything regarding the future of the U-Bunker, because for the moment nothing has been approve yet; whether if {that’s a scoop, they didn’t talked about during the meeting} the City wants to construct two offices towers (no, it won’t be the Twins Towers of Bordeaux) just behind the Base and also they have in mind to create a street inside of the U-Bunker -but would this project be a boulevard without any issue? Nothing has been said regarding the future of the Oil Bunker, even if we get some informations, as we cannot talk publicly about it you just will have to wait or write me down a comment if you can’t wait to more about it ;), anyway the Oil Bunker project seems to be include in the global rehabilitation’s project. We just hope that the “pipeline -tunnel” (if it’s still exist) built by the Germans during World War II between and trough the U-Bunker to the Oil Bunker would be preserved; we could be afraid of its destructions which could cause by the foundations of the two towers… Regarding BETASOM (Bassin à flot #1), nothing new has been said, we could just write that according to the local newspaper “Sud-Ouest” the two dry docks will be soon use for a little ships and nautical industry as the have real economical opportunities.

The public discussion, was held in two times, firstly the agglomeration and city’s staff working on the “Bassin à flot” ‘s projects, gave some news especially from the new bridge construction’s evolution. Meanwhile, the inhabitants were free to ask some precise questions to the agglomeration and city’s staff, which enlighten that they have a real interest in the future of “Bacalan”’s neighbourhood. They have mostly talked about the mobility and the accessibilities issues, such as:

  • the packing places (in the new construction’s, the tenants who want to park theirs cars, bikes and others scooters, have to pay more to benefit of a garage, also sometimes no garage are planed because of area subject to the inundations)
  • and the access to the tramway B, because of some technical matters on a bridge where the tram is supposed to pass on, the tram network is reduce.

Last but not least, during this public dialog we saw some important questions and issues regarding the mobility the urban transport system but we didn’t talk about what interest us that is to say: the future of the U-boote Base. Then, the participants were invited to think about the question of the possibility of creating public places such as squares and parks; that was the moment I choose to leave the place (“Cap Sciences”) because I had enough informations to give you.

INFORMATIONS to write down:

During this public meeting I learnt that in September there will be:

  • as usual the “Grandes Traversées” festival at the “Bassins à flot”,
  • From the 12th to the 16th of September 2012:  one “agora” which will consist on a different meetings and talks about the main theme of the Architecture.
  • and during a night: a other cultural event (not historical…) will be taking place onto the « Bassins à flot » and the U-Boote Bunker.

Besides, some associations are beginning to organize some tours around the Bassins à flot in Bacalan neighbourhood, which isn’t for the moment propose by the Tourism Office of Bordeaux.

My classmates in HDE (Development and Environment History, ex-History of the Economy), have had the pleasure to follow a presentation of the BETASOM and the German Base. Likewise, friends and a group of Chinese and Taiwanese students had the same pleasure to discover the box of the Base inside during the last “ Nuit des musées ” and ask me a lot of questions about it.

Like a “greeter” I could present you these strange but interesting places if you come to Bordeaux. If you fell interested in write me a comment under -;)

2It’s somebody who works for the city who wrote that, so we can appreciate that he/she agrees with the fact that the U-Bunker is a monument and furthermore an historical monument.

    It would be fine to keep the memory of the Italian Betasom.

    When I was in Bordeaux on last July I found some cranes in the dry-dock area and the two dry-docks were percfectly cleaned.
    Do you know who is managing the works? By the municipality or by a private company?

      For the global readers:
      I think that the cranes of the Bassins à flot belong to the municipality, even if they are located on the Great Harbour of Bordeaux. Thanks to the Lazerone comment, which could be a kind of transition, I’ll write soon (in September) an article about the 2 destructed cranes of Saint-Nazaire.
